Requisition Quest Restart Bug

I have this same problem where the "Orlesian Culture" Requisition request does not clear once completed (it resets). I did figure out where my problem started, it was in the "Riverwatch Camp" where I initially traded in the request but it glitched into resetting it (I had successfully filled it at the first camp of the map previously).
I wouldn't necessarily care otherwise but I "know" that each area has 3 unique Requisition requests and this forever loop no longer allows me to get the final one...
On a side note, anyone that has this quest but wants to get the materials (even after clearing the Freemen from the map) should go to the Ancient Baths because there are 3 Freemen that respawn there that will drop the items.
If anyone at EA or Bioware is actually reading this, please fix it because I want to be able to finish the final requisition request.
