Running into a lot of unkillable enemies
I'm in the Hinterlands and I am just level 7, but I keep running into these enemies that don't take damage. I end up having to run away. Anyone else have this happen?

Look at the screen cap.
You're necro'ing a year-dead topic, but the screenshot you provided shows that the target has an active barrier. A full one.
So it won't take any damage at all until you eliminate the barrier completely.
Besides straight "beating it down" with brute force. the other option is to use the "Dispel" skill found in certain Mage and Templar ability trees.
