Saving Seggrit in Haven

If you want Seggrit to show up in Skyhold after Haven is destroyed you better save him during the "In Your Heart Shall Burn" quest. He'll be calling for help in a burning building just to left of staircase after speaking to Cullen when the trebuchet is fired. Climb up the ladder and get tp ramp leading to top of building and then jump down and save Seggrit........then knock down door to get him out. There are others you can save also but he seems to be the most important one. Maybe save Harritt next to his weapon store also.
