Scars in Dragon Age Inquisition PC won't show

I've got the mesh on ultra and scar intensity set on maximum, my game is fully updated, I've even tried the command line fix, nothing works to get these scars to show and I can't find any other advice on how to fix it.

You have to increase the shader quality setting.

Originally shader quality wasn't a separate setting and was instead controlled by mesh quality. They changed that in a patch, so the advice to increase mesh quality is no longer relevant.
