Shard quest bug in oasis cannot complete quest

The quest says I have 11/12 shards and points me to the door. I have no other shards on my map. There was a skull that only had one shard but due to there being 12 shards total I have no way to verify if I have this shard. The quest is now broken. Thanks.

    You can collect the shards from all over. Note how the quest didn't say shards from The Oasis only.
