If you run performance monitor when this is happening, do you see spikes during the freezes? Do you see activity from any other services? What steps have you taken previously?

Ugh. Turns out I'm an idiot. I had a process running that was eating a full 25% of my cpu. Bad timing, I literally loaded it two days before the patch hit (I was doing some streaming, it's an app that lets me use my phone as a webcam).
Anyways, thanks for the suggestion. Shoulda checked there first myself.
