The bug happened almost the same for me:
I walked up to the river across from the Dalish encampment and got a strange comment from Solas: "One of the mages, shot by arrows it would seem." Depending on who I have in the party, one of the following will clarify that it looks like the work of bandits: Sera, Iron Bull, Blackwall, or Varric. I have this line memorized because he says it over and over again around this same area. The thing is, there are no bodies in this area by the river. Once I came up to the camp with the dead bodies, I realized that he was probably commenting on that, but it triggered way too early. I wandered around and found the dead bodies on the beach and then more dead bodies that looked like they were dragged, but got zero verbal comments from anyone in the party. I can see the demon but nothing triggers when I walk up to it and I can't interact with the pillars/demon in any way.
I've tried approaching the dead bodies in various ways (getting on the horse and dropping off the horse right where the dead bodies are and also tried approaching from every possible direction as some people claim that's the problem), but I never get a comment from Solas about the dead mage bodies. The quest is "in progress" in my journal but I can't seem to select it and there aren't any markers on my map for it.
