As for the quest, if I remember correctly it's initiated after conversations in Skyhold. I take it that you've exhausted all his dialog?
yes i am playing as a female elf and yes i have exhausted all his dialogue. I have also done the quest measuring the veil. Also he is greeting me like I am friends with him.
i also bring him everywhere with me and ask questions making his approval go up and using the walkthrough to make the decision that gets me approval from him. I am at least almost 50hr into the game.
