@Neltharain What type of keyboard are you using? For most keyboards, the ~ / ` key (next to 1/above tab) is a toggle for the console. However, as some have discovered in the past, people using certain keyboards (such as Japanese) have a problem where that key toggles the console on but won't toggle it back off. 

Also, if you typed anything after opening the console, you will have to get rid of it (try pressing enter) before you'll be able to toggle the console back off.

Once you've pressed the " ~ " key, (or whichever key on your specific keyboard opens the Command Console) you have to press the " ~ " (same) key again to toggle the console off.

That's it.

@Neltharain Was actually referring to the language you were using. 😛 The ~ is a toggle for certain languages, so it both toggles the console in the game and toggles something else which causes issues. :P It might be worth checking that key isn't set to do anything odd with your keyboard, just in case. 🙂

so what you mean is that when I hit the console button it change my keyboard to thai thus remove my ability to toggle it off then?

hold Shift + ~ 

First backspace all the way so that you have a fresh line... Then, press the button you used to open the console (for me it was `) then press enter. You will then be back in-game and you'll see the console slowly fade away. * P.S: Don't worry if it immediately says "Error..."   You're still back in the game so it's all good.
