Do you have Steam, the game, and the DLC all on the same drive?
Do you have multiple drives on your PC?

Steam is installed on Drive C
My game is saved on Drive D
DLC is in document location, which it should be on Drive C as default

@NotAGamergirlzzZ Thank you for the information that helps. So I've done this myself as I have two drives. One for the OS and one for games.
So, this will be a bit annoying and I apologize.
What I need you to do is uninstall everything related to the game.
When you go back into Steam, change the folder location so that it matches the drive that Steam is on.
When you install the DLC from the site, do the same thing. They need to be on the same drive for testing purposes.
I've been dealing with this error since release. One of the most common reasons is the registry for each drive does not recognize you own it, or it is installed. Its a huge pain I know and I am reinstalling it myself now through Steam just to make sure I don't get the same error but I am installing it on the same drive.Once that is done let me know if it works or if you get the same error.
