Storm Coast Map Glitch - Demands of the Qun

The Demands of the Qun quest is activated and Iron Bull is standing with his buddies in that little valley near the water in Storm Coast. I went off to do other quests in other lands - then returned. Now there is a game-breaking glitch. There is an invisible wall all around Iron Bull - I cannot get to him to finish the Demands of the Qun quest and I have tried to do so from every angle. Additionally, the entire map of Storm Coast has locked fast travel - once I'm in - I cannot travel to any camps, and I cannot travel out to any other map locations including Skyhold. There is no way out except loading an earlier save to continue other quests in the game. It looks like Storm Coast, the Iron Bull inner circle quest, and everything else there is lost for me. 

Playing on a PS5 - resetting the console does not fix the glitch. Unfortunately, I don't have any early game saves. Anyone fix this?
