Stuck on initial loading screen with Green eye bottom right.

I've now run out of ideas.

After I load the game I get the initial loading screen with the eye on the bottom right. But nothing happens save the flashing of the eye.

And I have run the game before on the same system, uncertain if it was under windows 8 or 10 at the time though.

I've tried all I can come up with.

I've fiddled with the profileoptions in save folder

I've tried various compability modes

I've reinstalled the game

I've deleted previous saves and disabled sync data

I've removed joysticks and gamepads

I've updated graphics drivers

I've formated disks, and reinstalled windows(10)

Any help would be much appreciated. Hopefully something very easy that I've completely overlooked.
