I have been experiening this exact same glitch since I started the game.
It seems like standing in direct light triggers it the most, and occastionally it will fade back to it's normal color in areas like caves, but not always. Other times it just happens randomly, when I'm getting on or off mounts, or when I'm fighitng, whether I'm in shadow or not. This happens on every outfit I have tried on, crafted or not, no matter what color it originally is. Also, it will fade into the upper parts of certain outfits.
The longest I've gone without the glitch occuring was a couple of hours durring one mission, but for the most part my pants and boots are always that light tan sort of peanut butter color. Indoors, outdoors, and on every map I've visited, and even durring cutscenes the bug persists.
It should also be noted I have re-started my game completely several times, even tried other races and classes, and it doesn't make any difference. It's a nasty one.

it is good to know I am not the only one. I do hope it can be fixed in an upcomming patch.
