The Dragon Age website
I am trying to download the soundtrack that comes with the deluxe edition of the game, but, whenever I go to the dragon age official website for my labtop, all that comes up is the background picture...

You should be able to download it from Origin if you bought the deluxe edition. In Origin, you open up your games library, select Dragon Age Inquisition, press the i icon for more information. This brings up a screen listing all the DLC available and purchased. The soundtrack will be there and you can download it. It will install into the same directory as your game. This is also where you will download the Flames of the inquisition, etc so it is available in game.
