Firstly most support in here is for gamers by gamers. I'm still trying to figure this one out as there are others with the same problem as you. We can't do magic you know 😉
My bad, then, didn't meant to let my impatience get the better of me. Well into my playthrough and been hearing good things about Shale. Ah well, will make the best of it as I can. But glad to know I'm not an isolated case. I know a lot of folks run into this, but it looks like every proposed fix hasn't worked.

Okay, tried something today to get a possible solution going. Giving up, I finally gave in and enabled the developer console to try and 'warp' to Sulcher's Pass to start the quest. That's when something came clear...
Sulcher's Pass does not exist in game.This might explain why the map point never shows up, and perhaps why the game itself doesn't give me the quest. I've tried to install the offer file again, but still, while it reports installed in Dragon Age, and Gift Gems and Crystals for Shale do pop up in game, the map and quest do not exist. So I'm a little confused as to what's wrong, it feels like the offer file is faulty, but I've collected it from two locations already (both verified), but neither has worked.

Well, I've read a lot of stuff but I don't see other solutions to this then those mentioned in two places:

When Dragon Age: Origins is first installed Steam runs some additional setup programs. However when you reinstall it later on the same machine Steam skips this part.
In this case the downloadable content isn't showing because it hasn't been properly added to AddIns.xml- you can fix this by running DAOU_UpdateAddinsXML_Steam.exe which is located in, by default, C:\Program Files (x86)\Steam\SteamApps\common\Dragon Age Ultimate Edition\redist.I don't know what happens, but it seems that this has happened to people way back in 2009 already. Hope any of these ideas somehow helps you.
Also make sure you install the offer files with the updater, just placing them doesn't work. I doubt though that you haven't tried it all when I read your opening post.

Or you could, you know, ditch the buggy Steam install and use the buggy EA/Origin one instead. (No, it's not any more reliable, but at least that way the EA Game Advisors are obligated to get your game working instead of just saying, "It must be a Steam problem...")
Your Steam "product code" is also valid for the EA/Origin store download, so no additional charge!
