I`m Lvl 10, on reaching what looks like the entrance to the area with the 4 Lyrium deposits (Cave/Dungeon) symbol, the door is closed and there no action option on the door (Varric is in the group) ....

It's an access later it costs 4 power from the war table you'll see something about red Templars on the storm coast, I'm not sure what triggers it per say but I was level 16 by the time it came up for me. *Edit- I'm pretty sure it's related to a red templar boss you've gotta kill in the emerald grove which you have to use the war table to lure him out once you've completed the majority of that zone
