If you are on PC, I would check the clock in the bottom right of your taskbar. You can adjust date/time to 2017, then go back in the game. The mission should be complete (you don't even need to reload). Once complete, you can change the clock back to the current year. All missions are tagged with a starting time/day based off your system clock, so advancing the clock enough will automatically complete missions.
