Unable to accept "Sutherland and Company Missing" war table operation

So, I've been following the Sutherland and Company quest line and have gotten fairly invested in its development, however, after speaking with Rat to begin the next operation "Sutherland and Company Missing," I found that the operation was, ironically, missing from the war table. After searching online, I found that it seems to be a bug where this operation doesn't trigger if the mission "What Pride Had Wrought" has been completed. I'm assuming that this is a bug, and not a feature, as nothing about these two quests would indicate that they are in conflict with each other. Would it be possible to manually trigger this operation, perhaps through the console, or to disable, then re enable some flag that shows that "What Pride Had Wrought" has been completed?

Any help would be appreciated, but if I don't find a solution soon, I may just go ahead and complete the game sans-Sutherland.
