Unable to drag skills and pots to quickbar

Hi, i got problem i bought Dragon Age: Origins and there is a problem i can't drag spells and other things to quickbar. 

P.S. Yes im sure the quickbar is unlocked.

P.S.2 The skills are active so i should be able to drag them ( I even got this animation of spell icon following the cursor. But when i release it on quickbar nothing happens)😕mileysurprised:

Any idea how to fix it?
