Unable to purchase DA:I

I've tried multiple times, on two different origin accounts to puchase the new dragon age game.  I've tried 4 different payment methods, none of which have worked.

I tried paypal, I tried my visa debit, I tried an American Express card and I tried a Mastercard.

I get one of two errors every time.

The most common one is this.

1. "Your Request could not be processed.

We're unable to verify this credit card."

2. "We're unable to process your payment right now.  Use a different payment method or try again later.  [ref, #10048]"

I've called my banks and there's no problem on their end, and I'm being charged a small fee of $1.10 every time I try.
