Unable to return to Val Royeaux and 35+ hours into the game.

I was under the impression it may have been intended but after asking on forums it is clear that I am experiencing some sort of bug.  I didn't finish Sera's recruitment quest and would really like to...

    Can't you just quick travel there from the map? You can't go to Val Royeaux through the War Table after you finish that quest.

im having the same problem but when i try to fast travel it just lets me view it not travel to it, any suggestions on how to fix it??
