Hey folks,
I reached out to the team on this one. There was more than just the game not working. This isn't a game issue. This is an issue with the platforms not properly granting the content.
I requested an update on what should be happening when players log in and download the game. As it should work, when you install the game, you are also given the option to install all the DLC at the same time. That is not happening for all but is for some as it has been tested many many times.
I am hoping to get an update on this as all of the troubleshooting steps have not worked for players as they should.
Please also keep in mind the DLC listed on the Download and buy DLC for classic EA games on PC only works for installs through Steam. the EA app already includes it in the download so this will not work for those who play through the EA app.
Once we get more info, we will let you all know what the word is.

Could the app team create a free "add-on" on the DA2 page, for those who own any version of the game on the app, that upgrades them to the special edition of DA2? That would circumvent the issues some of the people are having, as when I bought the upgrade over the summer sale it fixed my dlc issues.

If people can access all the DLC by purchasing the Ultimate Edition through Steam then that means the EA App can recognize that the add ons exist. Why not just make this all available for every user that has a copy of the game?

I have the same problem - purchased Dragon Age 2 through Origin many years ago, now re-downloading and playing it through EAapp, no option to download Legacy and Mark of the Assassin DLCs, although those DLCss are free for those who got the game from Steam/game discs.
I would really appreciate the opportunity for us to download all the dlcs for the game for free, if we already have DA2 standard edition.

If we were supposed to get the free upgrade, but didn't get it, and the easiest solution is to BUY the game again... then why not just GIVE those of us with the glitch a full copy?- 3 months ago@FoxhackDN You would think! I asked a chat agent if they could do that and they said they can't do that for some reason even though right now I could purchase the Ultimate Edition through the app if I wanted. The fact that the only way to solve this is to buy the game again is ridiculous!

@Xeracross There isn't a way to do that. They would have to recode the game in order to create a different folder for add-ons since those add-ons and downloads are already set. DAO and DA II are too old to recode at this point.
I've tried testing this over and over through the EA app and through Steam. Each time I completely clean out the PC of all folders for the EA app and the game. I basically start over which I know is totally frustrating and time-consuming.If you delete everything game-related: Game, DLC, all folders related to the game, registry entries, etc..
Have the EA app or Steam installed on your main game drive
When you install the game, it should show all DLC that a specific account owns (this becomes an entitlement issue, not an app issue)
Install the game and all add-ons at the same time, on the same drive, and the EA app/Steam
For Steam users though, if they don't see that DLC, they have to do a manual download on the DLC for older Games page.
Now if let's say wiping all of it does not work, I would try a new Windows Account

Well I fixed my issue through buying the game as the "ultimate edition" for the sale price at the time. But I'll throw my info up to help those that need it resolved:

Hello, if i purchased Dragon Age II through EA App now, will i get all the dlcs?? because in EA App it's showing me only dragon age II without ultimate edition option.

Hi @Yurt_The_Chief, you should not have to purchase the game through the EA app. If you were playing on Steam, you would go through the site I linked. If you purchase it through the EA app itself, you can just claim it through the manage add-ons and install them. The site I linked is only for Steam players.
