I solved this problem by fast travelling to skyhold, then travelling back to the quest location. Ser HIlderbrandt had respawned, and upon killing him, the quest updated correctly.
I can speculate the reason this glitched initially was because I had Dorian in the party and he probably cast spirit mark on Hilderbrandt. This caused the game to think he was still alive even after killing him, and when he despawned, it didn't update.
That's just a guess though. When I redid it without Dorian, it worked fine.
@NATESOR I know this was posted 5 years ago, but in case anyone is replaying or is a new player and is having this problem, I also had this exact issue. Replayed as a Necromancer and used Spirit Mark, and it didn't register as completed. Fast traveled to Skyhold and back, enemy had respawned, and was able to complete the task and did NOT use SM again.
