you may be missing a few of the mats and drops form the mobs that you need for the quest. the specialisation npcs despawn once you logged one of the quests, until every mat is in your inventory. not sure if using some to craft or requisition and temporarily running below count will bug their spawnt hough. but you may need to leave skyhold, then come back to reload it with everything including the mats needed and then the guy should appear along with the other 2 specialist npcs until you hand int he quest to him. that's what happened with me anyways. prepatch anyway I think is when I handed in necromancer on my guy. elfen mage. I'd been very slow on moving on to newer zones, so this 'blood' something I needed (I think it was an armor gem) 10 of i wa slow on until i sent cullen gathering from one of the resource missions at the table. then my quest guy appeared again at the spot he was originaly in skyhold.

I've made the requisition completely, so are yous ayign I should have the requisition, and more mats? I have left and returned to Skyhold multiple times. Still no spawn. 

Oh God... that's embarassing. I was looking to the right instead of the left of Cullen the whole time. Thank you so much.
