What is the level cap for Dragon Age Inquisition ?

Fred is correct, once you fill max experience for level 27 (ready to be level 28) you gain no more XP form any source after that. And yes with the Even ground trial enabled, it is quite easy to reach the cap before you finish the game since all enemies are at least your level no matter the zone with Even Ground enabled. (requires Treaspasser DLC.)
