Why does Velveteen not drop at all?

Hi....

Just started playing Dragon Age a few days ago and I'm done most of The Hinterlands and I'm on the 2nd requisition quest where you need 5 Velveteen. I haven't had a single one drop, I have 0 Velveteens. The mobs seem to drop all kinds of cloth except Velveteen. I'd like to complete this quest... Is this a known bug? What should I do?
