Wicked Eyes and Wicked Hearts Bug-Lost court approval freeing naked guard

I'm playing Dragon Age: Inquisition on PS4 and when I free the guard tied to Empress Celene's bed and ask him to testify, I receive a huge loss in court approval, -45 to -47 so far. I've tried reloading from multiple points and it seems to be getting worse by a point or so each time. I have no idea why this is happening, as every walkthrough I have found, including the official Prima guide, says that I should be receiving more court approval for choosing to have him testify, not losing it.
