Wrath of Heaven No Leliana or Characters after closing Rift

On PC, During Wrath of Heaven quest, finish closing the rift, enter the keep and there are no characters except for those in my party that appear for me to interact with, in particular, Leliana who ...

Any progress on this bug?  I'm trying to load previous saves, but still no Leliana.  Stops the game pretty early.
