Wrath of Heaven No Leliana or Characters after closing Rift

I had a similar problem (I think) as I couldn't even meet Cassandra in the introductory scene. I chatted with EA Support and they suggested opening my Origin account, choosing DAI, then right-clicking the game and choosing "repair game". Once I did that, I was FINALLY able to start the game properly instead of going from the opening cut scene to a bleak mountain alone. Not sure if that will help you but it's worth a shot.
