Yep, I'm having this problem too. On PC. One thing I have noticed is that it seems to be restricted to the melee characters, so Cassandra, Blackwall and Iron Bull. Doesn't seem to matter what behaviours I have them set for. I can mostly break them out of it by taking control of them and manually attacking, even if it's just attacking empty air. It's not a foolproof solution but it does work. I'll try the jumping as well and see how that goes.

This is an extremely annoying bug. Characters in combat are freezing regularly, on all systems, so there is no way EA could have not noticed this. They need to fix it ASAP.
