Xbox One Code Redeem Error "Check the instructions that came with your code"

I purchased an Xbox One digital download code for Dragon Age Inquisition GOTY edition (for Xbox One) when I try to redeem the code at Xbox.com or on the Xbox console I receive error "Check the instructions that came with your code. You might need to redeem it on a different web page. The text under this error simply states TokenNotSupported.

Can anyone advise if they know what this means, the error is the same in UK and in the USA for info on both console and at Xbox.com

Microsoft support stated the code is for the correct product and is unused, when I enter the code at Xbox.com the site should show the product description and a the games cover picture as per usual however no picture or description is shown only the above error.

Code was supplied from America and error is the same in UK and USA at Xbox.com and on console.
