XSX - cannot import world state due to family settings

I’ve found a myriad of threads for older versions of Xbox that do not help. I have removed all pin locks, all content restrictions. Restarted the Xbox, restarted the game many times.
‘What do I have to do to get the import to work on Xbox series X???????????
[removed] - solved it but the error message is stupid and misleading. Here is how I solved it for Xbox Series X.
Profile | Settings | Online safety & family | Privacy & online safety | Xbox Privacy | View details & customize | Sharing outside of Xbox | You can share outside of Xbox | Allow.
