Not a bug. Just perfect character integration in terms of ambient light. Most of modern games cares nothing about that and use a separate light source for character (cheap description - the real process is more complicated than that but is no point to talk about it here) and that breaks the immersion. The character looks out of the place (like a sticker over your screen).
My character have golden hair and responds to the light just as in your case.
Happens on PC as well.

Pls, try to create new profile with fully white hair (which is not even white but there are no other options). During the game you will only see original color during cutscenes, All other time, even under direct sunlight you will see it completely black, or sometimes gray but never white.

Hey Everyone,
Jumping in to provide a quick update the team is aware of reports of Rooks hair changing color.
I wanted to check with everyone here, are you playing the game from an SSD storage or a HDD storage device?

Thanks for your response but that's not what I'm describing. I'm not saying it looks slightly less bright in shadow, I'm saying it looks dark brown or black during almost all gameplay.
Also as someone with light coloured hair, I can assure you blonde hair does not turn black when a shadow falls on it. It reflects less light, sure, but doesn't look like it's completely changed colour.
