Mass Effect is developed by a different team than Dragon Age.
If this is true then why did they say there will be no dlc so they can focus on ME4?

It is, but in my opinion, BioWare needs to quit sweeping games under the rug hoping issues with them will go away.
They swept Mass Effect Andromeda under the rug to move on to Anthem. Can even use one of the features in MEA any longer.
They swept the Anthem failure under the rug and "remastered" the ME trilogy.
They are sweeping this one under the rug to work on ME4/5, whichever you want to call it.
In my opinion, they need to make sure they fix this one where it is acceptable and loyal fans are happy, because it doesn't matter "what team" is working on a project, none of them have panned out since Inquisition - so, why would we keep paying money for sub-par work.
Fix Veilguard and then loyal fans will feel better about buying ME5 when it releases. Personally, I'll wait next time to see how it does before I buy it.

Yeah I think they're making a huge mistake by refusing to make a dlc for Veilguard. They could fix some of the issues with the game like completing the romances and giving us a proper ending even if it were just epilogue plates, and it would not only serve as a gesture of good faith to long-time fans(especially those that love DA but don't care about ME), but it could get the series back on the rails, so to speak.

A DLC wouldn't fix the issues in the current game. The romances are shallow so why prolong the agony in a DLC. Patching some of the issues in the current game would also not do anything for the issues since it's just badly written with no depth.
