[Gameplay] Bloodbath Quest Starts Over After Completing

I am having an issue in the Veilguard Bloodbath quest. I kill the Venatori at the bank, save progress (or not- same either way), and then within seconds the quest starts anew (the exact same quest shows up on my map) as if I hadn’t done anything. I tried exiting completely and restarting the mission and get the same results. I have Lucanis with me so it’s not that. Help?!
