All is not lost! I found out that when THAT CHOICE happens, the vendor that you would end up missing out on is replaced by a wisp merchant in the Fade. It's the only one that has the specific Merchant icon and there is literally NOWHERE it will tell you this... but if you sell a valuable to them (if you want to test it and only sell one thing, I get it), you gain rep with that faction with the otherwise missing merchant.
I don't see the tevinter theme at the wisp market in the fade. I'm able to sell stuff to increase the faction power which I've now maxed out but the theme isn't there :(
Sadly, I don't think it's for sale from the Fade's Wisp Merchant if THAT CHOICE is Minrathous.
The only thing I can suggest is in future playthroughs, get the Minrathous merchant to level 3 before that "decision" is made. Buy as many valuable items as you can and sell them exclusively to the merchant. You don't have to max out level 3, just cross the threshold from level 2 to 3 to unlock the new items. Hope this helps!
