Regrets of the dread wolf quest locked in game

The issue: Cant enter memory in the heights of athim. For the quest regrets of the dread wolf, I can jump done into the memory like normal, but Solas isn't there giving his speech, and the pathway to continue is blocked off.

What I think caused the issue: I dropped down there a few days ago, didn't wanna do the quest yet, so I reloaded the save. Because the auto save feature in this game is wonky, it saved while I was in the memory but when I reloaded it sent me back to the respawn point and glitches out the memory.

What have I tried: left and came back, reloaded the save, deleted the entire game and re-downloaded the game. 

What do I want: fix the thing, I've poured too much time into this. I'm not starting a new game
