Black flickering dots on skin

Someone please help!

I have flickering black artifact dots running all along the neck of myself and any other companion. 
I’ve adjusted all the settings, I have the newest graphics card which I did a clean install on and can’t figure out how to get rid of them.

I have attached video to show the dots.
