Bringing down the sky acheivment not unlocking

I am so frustrated.... this is the third playthrough where i have eliminated all the high dragons and the acheivment will not unlock... its the last acheivment i need for 100$, i have reached out to xbox support, ea support, bioware support.... i have done all the fricken trouble shooting suggestions they all give me the same crap and try to make talk to one of the other entities... has anyone else had an issue with this acheivment on Xbox like this?

And my achievment is stuck at 60% which would indicate that i have missed two but to be clear i have taken down:

The formless one in the necropolis
The revanent dragon in the crossroads
The two during the Fire and Ice quest
Kataranda the storm rider
Fangscorcher
The one in the lair of the Dragon King

All 6 i have taken out 3 different times now 

And for good measure even though its not listed for the achievment i took down the one at the end of the Regrets of the Dreadwolf quest at least once
