Cannot beat Dragons (The Formless, Fangscorcher) once they sit on the ledge

During the dragon fight, once the dragon (e.g. The Formless, Fangscorcher) sit on the ledge they become invincible and they do not fly down.  Once the dragon sit on  the ledge they keep on firing at...

Same bug as well. I had the same bug when trying to get a piece of the shard, for that I was at least able to talk her into coming willingly so I did not have to fight, but any dragon, so far, I have come across that perches on a ledge has had this bug.
