I have the same problem and can't progress the game at all. I've tried repairing, reloading from different points, restarting the quest from the beginning, I even did the suggestion from another comment to run around in a circle three times before initiating combat. I can't get past this point. The second wave of enemies never spawns no matter how long I wait. I'm really bummed. The game runs pretty terribly for me in general (my computer meets the minimum, but not the recommended specs) but I've been muddling through anyway because I'm really enjoying it in spite of the glitches and loading errors, but this has broken it completely for me. Just hoping someone else has a suggestion to try.
did you manage to fix it? ive had the same problem and genuinely cannot continue playing the game is so aggravating idk what to do ://

Sadly, no. No fix yet. I've actually gone back to playing Origins for now. Just checking this thread periodically, hoping it gets some traction or attention and crossing my fingers for a patch at some point. I wish there were an official place to report bugs as this is literally game-breaking.

GUYS FINALLY!!! i waited until the new patch update (no clue if it helped or not tbh) but what i did is i went in with my normal settings from before the first fight, did everything as normal until your companions go to fix the gate then moved over to the ramp i slid in from and changed ALL the settings to off/low the rest of the venatori spawned immediately there hope this works for yall

Well, I solved this problem, but you're not going to like the solution. I bought and installed an SSD, and moved the game files over to it. Game progressed instantly and it plays awesome now. No more lag, no more loading issues. All is well. I know better than to expect that a profit-hungry company like EA is going to be honest about the specs it takes to run the game, but I really wish I would have known ahead of time that this would be literally unplayable on an HDD. I feel deeply resentful about the whole thing, but at least I get to finish this game now.
(Also have to admit I got a great sense of pride and accomplishment from cracking open my PC case and installing the SSD myself. I feel like a genius.)
