I've read that enabling Windows Sonic in Windows settings helped some people. I'm away from home right now, so I can't check. Let me know if that helps anyone.
We tried that and a bunch of other "fixes" at release. The issue looks like its something to do with certain generations of intel processors.

I have this issue on an AMD Ryzen 9 3900x. So, it's not just intel.

Good to know, you are actually the first person to post that I saw that had an AMD. I think its something with the way they have hardware acceleration designed, but thats just a guess.

AMD 7800X3D, same problem; didn't have a problem on my old i7-9750H. I posted elsewhere on this thread with symptoms, dxdiag, etc. I've been able to play mostly without issue (still crackling and lagging on the narrative slides) on the AMD machine by switching graphics to High to enable strand hair and then manually setting everything back down to Medium except for texture filtering and LOD at High. Having textures set to High seems to be a big culprit for the issue, even though resource usage doesn't actually change; there's definitely something funky with the way they're using hardware.
