This is how I finally FIXED my crashes during start-up/shaders:
!! BIOS UPDATE !! - for reference I am running:
MSI Z790-A motherboard, with i9 and RTX 2070 Super.
Deleting shaders DOES NOT WORK because it will buy you max 5-10min before game will start to crash again randomly.
Updating BIOS to latest version will let the shaders build correctly on first load, so if you have deleted that folder repair your game + update BIOS and it will work.
