Dragon fights issue solved
Ok I found a solution, first before trying this, if you have mods disable them (including cosmetic ones like reshaders, anything that alters the game files), otherwise do a fresh install of the game ...

I'm stuck at the Foprmless fight. At around 69-70% health he goes up and then I can bring him down to 65% and he no longer to takes damage. I've walked away for an hour while my companions auto attacked it and still stuck on the perch. I went back to a save before I killed the demons to unlock Formless and still he becomes immune and stuck. I reloaded the fight 30-40 times and still the fight is bugged. It's bugged.
Edit: In case people are wondering, you can stand behind the pillar of the fence right in front of him and you take no damage from his lightning bolts. That's where I AFK'd.
