Dragon fights issue solved
Ok I found a solution, first before trying this, if you have mods disable them (including cosmetic ones like reshaders, anything that alters the game files), otherwise do a fresh install of the game ...

I'm having the exact same problem with 2 different dragon fights. They get to certain point, then both fly up on a perch and stay there, immune to all damage. NOTHING I did fixed this and I'm not starting over after 46 hours in. I'll just drop the game for now and come back after a fix.
