So I was playing through this area again, and realised that this might not actually be a random sound, but it might be meant as a "timer" for the brazier puzzle in the Tide Flats. If that's the case, then this is a horribly distracting and annoying sound, kind of like having the Jeopardy theme playing when you're trying to think (iow, if not a bug, then please log this as misophonia-based feedback to not use those kinds of sounds, please... the ticking that we get in other areas like Treviso is much more tolerable).
I figured that would be it, and yes, it's really obnoxious. 😀
