Frame rate cap resets on every game start (PC, Steam)

More or less just that - every time I start the game, my frame rate cap, which I manually set to 30 since I'm on the lower end of the spec ... spectrum and it helps CPU usage, resets itself back to "...

Same issue here. The frame rate limit not saving is causing my ears to bleed every time I start the game and hop into the Lighthouse.
