From what I understand shader compilation is CPU intensive, and your processor falls somewhere in between the Minimum and Recommended specs for Veilguard. After your shader cache reached a certain threshold, it is possible it is acting as a bottleneck. Some people have also mentioned shader compilation behavior changing after certain patches, so that might have something to do with it.
