Only thing that worked for me in the end was uninstalling the Windows 24H-something update. After doing that everything worked like a charm, reinstalling it - everything went bad again.
That update caused quite some problems. So as long as that update isn't properly fixed, not installing it is the way to go for me. (I do install the security updates!)
