I have this same issue with my 8bitdo Ultimate controller which I believe Steam detects as a xinput device. I've tried everything I can think of - deleting and reinstalling drivers. Detaching every other device. I found some success by switching from full screen to borderless fullscreen because it seemed like that was maybe causing issues with my dual monitor setup (I'm not sure why it was on fullscreen to start with), and that seemed to help for maybe an hour but the problems started back up again and are back to happening every couple of minutes.
I was not having these issues prior to patch 1, when the game first launched I didn't have any controller issues. And this is the only Steam game that has this issue.
